4851/Hr Status: Accepting Applications Details: Require Resume Upload JOB DESCRIPTION SUMMARY FUNCTION OF THE ADMINISTRATOR'S OFFICE: The Finance Director is a member of the management team and is responsible for planning and directing the financial operations of the county.
GENERAL STATEMENT OF DUTIES: The Finance Director is a member of the management team and is responsible for planning and directing the financial operations of the County.
SUPERVISION RECEIVED: Work is performed under the direction of the County Administrator or designee.
SUPERVISION EXERCISED: The Finance Director exercises direct supervision over personnel responsible for budget development, audit preparation and accounting and accounts payable.
The Finance Director has oversight authority over personnel in County departments and offices whose duties include budgetary and/or accounting responsibilities.
ESSENTIAL DUTIES and RESPONSIBILITIES: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which an employee may be expected to perform).
1.
Develop and monitor the budget: Work with administration staff, county departments, and related agencies to prepare the budget document to be authorized annually.
Work with administration staff, county departments, and related agencies to forecast revenues and expenditures for two years beyond the adopted budget.
Track budget performance by county departments and report findings and recommendations to the administrator.
Track revenue and expenditure trends to identify and address variations from the forecast model and improve financial planning.
Prepare year end budget reports and recommendations for adjustments.

Manage internal controls and audit preparation: Supervise the training of all county employees whose duties include budgetary and/or accounting responsibilities.
Track the various county funds and recommend action as necessary.
Review departmental operations and direct changes or recommend policy amendments as necessary to maintain effective internal controls Work with county departments to provide timely completion of annual audit Work with contractual audit firm to produce a successful audit Provide coordination of grant administration to ensure proper and timely reporting, accounting and reimbursement Maintain fixed asset records 3.
Direct accounting and accounts payable functions: Maintain the general ledger system of the county in compliance with the state chart of accounts Ensure compliance with county, State and Federal policies, procedures and regulations Follows generally accepted accounting principles (GAAP) and pronouncements issued by GASB Review departmental operations and direct changes as necessary to maintain accurate accounting and payables records Supervise the processing of accounts payable and the production of necessary financial reports as needed by the Administrator and Board of Commissioners EDUCATION, EXPERIENCE and/or QUALIFICATIONS: An employee in this class, upon appointment, should have the equivalent of the following training, qualifications and/or experience.

Formal Education and work experience: (Applicants must meet at least one of the following criteria) Bachelor's degree in Accounting or Finance, Public or Business Administration with strong accounting and auditing experience Possess three (3) to five (5) years of progressively responsible experience related to finance or accounting, governmental or not-for-profit finance experience is preferred Certified Public Accountant with auditing governmental (Fund) accounting experience 2.
Applicants must meet the following qualifications: Thorough knowledge of the principles, practices, and techniques involved in fund accounting Thorough knowledge of laws and standards applicable to budgeting, accounting and auditing Ability to plan, coordinate and supervise employees, including professional and technical employees Ability to plan, implement and evaluate financial programs and policies Ability to communicate in all media without limitation Skill in the use of current technology and software Ability to interact with a broad range of individuals for purposes of instruction, dissemination of information and general communication WORKING CONDITIONS AND PHYSICAL ABILITIES: Work is primarily indoors and requires sitting for extended periods Must be able to lift and carry up to 30 pounds Must be able to hear and speak over the phone and in one-on-one communication needs Must be able to see and notice the needs of clients Additional Information Department: Administrator's Office Position #: 11516 Overtime Exempt: Yes Union: Non-Union/Full-Time (37.
